When should I start pre-season conditioning?

Six to eight weeks before the dog goes back to work gives time to build a base without rushing.

Do you allow retrieving toys in the pool?

For healthy conditioning dogs, yes in moderation. For orthopaedic and spinal cases we keep sessions straight and steady instead.
